信息技术、内部流程与组织绩效——面向中国某市级政府部门的实证研究

Information Technology, Internal Process and Organizational Performance: An Empirical Research Based on a City Government in China

摘要:

引入信息技术对内部流程实施再造已成为一种管理趋势,但较少研究分析信息技术引入后组织内部流程的变化是否会提高组织的绩效。分析表明,信息技术能够直接影响政府绩效,或者通过改变内部流程进而影响政府绩效。文章识别了信息技术、内部流程和政府绩效3项变量,提出了信息技术、内部流程和政府绩效间影响关系的假设。在调研访谈的基础上,对某市级政府(机构)发放问卷收集数据,通过路径分析和回归分析,验证了信息技术、内部流程和政府绩效间的影响关系。研究表明,信息技术的使用对于政府绩效的直接影响不显著,内部流程对于政府绩效的影响作用显著,而信息技术通过内部流程对于政府绩效的影响作用很显著。在此基础上,论文又深入分析了信息技术影响内部流程的具体途径,信息技术能够通过影响流程的分工协调和反馈控制来影响政府绩效,信息技术能够影响目标任务,但是信息技术、目标任务与政府绩效间没有影响关系。据此,针对中国电子政务和政府信息化的建设,应认识到信息技术的引入不能直接提高绩效,电子政务的建设不能重电子轻政务。信息技术改变了政府内部流程的分工协调,使信息沟通和共享更为有效。信息技术使反馈控制更为快捷有效,反馈控制应重视过程,以更好满足公众的要求。目标任务应考虑信息技术的应用水平,促进信息技术与个人业务目标的结合。

Abstract:

Information technology introduced into government could change its management behavior and style, so Egovernance uses IT to change internal process. In practice it is thought that Egovernance attaches much importance to IT than government affairs but in fact IT could not improve internal process. It has become popular to restructure internal process by IT, so many scholars carry through relative researches. Few studies extend this analysis to examine whether such restructuring, if it in fact happens, improves the performance of the organization. According to analysis of the theories, IT adoption would have a direct effect on performance, or change internal process to affect performance. Then three variables can be recognizedIT, internal process and government performance, present the hypothesis about the relationship between three variables. After the survey and interviews, with questionnaires to the government (agencies) to collect data, and the use of causal analysis and regression analysis to test the hypothesis about the relationship between IT, internal process and government performance. Research shows that IT adoption has no effect on government performance, but internal process has a significant direct effect on performance. IT adoption has an indirect effect on government performance through the organizations internal process. A profound analysis of the causal path shows that IT affects the performance, namely, IT has an effect on performance through processs cooperation, task completion and feedback. The result indicates IT has an indirect effect on performance through processs cooperation and feedback, but not the task completion. IT adoption would not improve government performance directly, and it is not right to pay much attention to IT but not government affair in Chinas Egovernment affair construction. IT changes the government processs cooperation, makes the information communication and share more effectivenesss, and affects the government performance. IT changes the styles and paths to feedback, and the result should meet the need of the public. IT should be promoted to complete the tasks and goals.
